On October 5, 2026, the International Cricket Council announced that both India and the West Indies had been penalised for slow over-rates during the third and final One-Day International (ODI) of their three-match series, which took place at New Chandigarh on October 3, 2026. The West Indies were penalised 10% while India was penalised 20% of the match cost.

When all allowed time allowances were taken into account, India’s innings fell four overs shy of the acceptable rate. The same method was used to determine that West Indies, who batted second, were two overs short. According to Article 2.22 of the ICC Code of Conduct for Players and Player Support Personnel, the two parties were subject to different pecuniary penalties based on the five percent per over methodology.

The penalties were imposed by match referee Prakash Bhatt, who is a member of the Emirates ICC International Panel of Match Referees. There was no need to have a formal disciplinary hearing because both captains pleaded guilty and agreed to the suggested fines. On-field umpires Jayaraman Madanagopal and Sam Nogajski filed the formal charges; third umpire Sharfuddoula Ibne Shahid and fourth umpire Virender Sharma were also named as officiating members who raised the issue.

Article 2.22 of the ICC Code of Conduct for Players and Player Support Personnel was the basis for the allegations. The calculation is simple: two overs short equals a 10% fine for the West Indies, while four overs short equals a 20% punishment for India. This clause requires a five percent match-fee deduction for each over a side fails to bowl within the allotted time.

The matter was closed without a hearing since both captains declined to challenge the conclusions, and there are now no unresolved procedural issues with these particular allegations. As a result, the administrative procedure is complete, and Bhatt’s sanctions remain in effect.

At the location in New Chandigarh, also known as Mullanpur, the third ODI produced a high-scoring match. India set a difficult goal of 351 for 7 in their allotted overs, but West Indies surpassed it and won the series’ last match by five wickets.

The outcome ensured that the visitors’ 2026–2027 ODI phase of the West Indies tour of India ended on a positive note. The outcome of the game had no influence on the penalty imposed because slow over-rate sanctions under ICC regulations are evaluated irrespective of the match outcome. Before this last match, the series had already been won, and the disciplinary decisions only have to do with how quickly each team bowled that day.
